Capability tier consulted by the approval gate (see lib/src/approval/): read-only tools declare ApprovalTier.read, workspace-mutating tools ApprovalTier.write, and code-executing tools ApprovalTier.exec. The default — ApprovalTier.exec — is the safe choice for unknown custom tools (omp semantics).
