int const defaultMaxImageBytesPerRequest

Default per-request byte budget on image payloads (images.maxBytesPerRequest, issue #1916): ~8MB of base64 — sane for slow uplinks, where a max-count batch of screenshots (~26MB) blew the stall watchdogs and livelocked the submit. Base64 chars are wire bytes 1:1, so the budget IS the upload size.
