ImageDropEvent class final

One image dropped by the per-request cap (issue #1889): the registry label index, the full content key (detail surfaces only — default notice lines carry previews at most), and whether the dropped occurrence sat in the CURRENT user message (just attached — actionable) rather than in history (expected long-session degradation).
