SessionsConfig class final

The sessions: config section (gh-1746). Carries retention and the issue #1882 AC2 vacuumLedgers opt-in; unknown members are noted, never fatal.

vacuumLedgers → bool

sessions.vacuumLedgers: true (issue #1882 AC2): at session open, drop the resumed session's superseded shell_job_registry / subagent_registry / obligations_ledger snapshots through the same keep-latest surgery fa session repair performs. Explicit opt-in — the default (false) never rewrites a session file; a live presence row (another instance holds the session) skips the vacuum; the pre-vacuum bytes stay at <path>.bak.
