emptyHiccupRetries property
gh-1577: how many times an empty completion that follows PARTIAL
content (assistant text, tool activity, or a truncation signal — see
classifyEmptyCompletion's emptyAfterPartial verdict) is retried
with exponential backoff before the run ends with an explicit
empty-exhaustion error instead of settling a silent success. Default:
3. 0 still converts an empty-after-partial into the exhaustion error
after the maxEmptyRetries budget — the never-settle-empty contract
is not switchable off.
