providerQueueEnv property
The environment view the provider-queue scope resolves through
(issue #418 + #675): the queue editor re-resolves the winning scope
before a write, and it MUST see the same env the boot saw — an
ambient FA_PROVIDERS_QUEUE on the host process (the ai-teammate
runner exports one) must not decide test/embedder fate after the
host booted with its own view. Null = the process environment (the
production boot reads it directly, so behavior is unchanged).
