queueOwnsBootModel function
Whether an active provider queue owns the boot model identity (gh-1781
I6): the launch pinned none of its own — no explicit --provider /
--model / --base-url flag, no FA_PROVIDER_* env preconfig, no
per-folder model restore — so the boot model, the provider kind, and
the capability boot notes name the queue's active head instead of the
unused CliConfig default. Any explicit pin keeps the legacy boot
identity byte-identical (I7).
Implementation

required bool hasProviderPreconfig,
required bool folderRestoreApplied,
