transientRetryDeadlineLeft top-level property
The remaining wall-clock budget a rate-limit retry may spend, or null
when no session deadline is armed (the ladder is then bounded only by
its attempt budget). Wired by hosts from SessionDeadline (gh-1556) —
the bench exports FA_DEADLINE_EPOCH_MS = cap − 120s, so bounding by
this value can never eat the wrap-up window. Global like
transientRetryNotice: the wrap happens deep inside
providerStreamFunction, far from any host io.
