The rate-limit retry budget (gh-1602): in-place replays after a
pre-commit 429 before the ladder fails the call with the exhaustion
terminal. Deliberately separate from the transport budget
(maxAttempts of transientRetryStreamFunction): a quota blip heals
on the scale of seconds. Each class counts its own attempts
(_DriveState.rateLimitRetries vs _DriveState.transportAttempts —
gh-1602 review r1 thread 2), so neither eats the other's budget; the
ladder's loop bound is the sum of the two, the alternation safety net.
