UnusableRoleChainException class final

gh-760 (review): the role's chain has NO usable entry. The boot boundary degrades THIS shape to the legacy single-model path with a loud, named warning — never process exit. gh-1570 (incident 2026-10-12) generalized the contract: a recoverable aggregate (every entry missing its key — set it with /key set, reboot, repaired) is the same degrade, because hard-exiting the binary locks the user out of the tool exactly when they need it to repair the config. Known subclasses mark WHY the chain died; the boot treats them identically.
