operativePinConfig top-level property
Process-wide skill-pin settings. An IN-CODE knob for now: no host or
config section publishes it yet (unlike the imageRegistryConfig
precedent, which is wired from the images: yaml section at boot).
Tests and embedders may assign it before first use; the enabled
kill switch and OperativePinConfig.budgetChars are unreachable from
host config until a skills.pins: section is wired.
