The zero-byte replay budget (gh-1308): consecutive PRE-COMMIT attempts
killed by the run-idle watchdog — zero bytes ever reached the caller —
before the ladder stops replaying and fails the call with the
zero-byte terminal instead of spending the remaining budget. 2 on
purpose: every kill costs a full watchdog interval (default 8 min), so
the third attempt the generic budget allows pushed the bench's
zero-token trials past their caps — they died as agent_timeout with
0 tokens mid-attempt while the ladder still had "budget" left. With
the bound, the verdict lands at ≈ 2×watchdog-interval as a truthful
retryable error. The generic maxAttempts budget keeps governing
every other failure class.
