RenamableFileSystem class abstract interface

Optional FileSystem capability: atomic same-filesystem rename.

Powers the session-ownership lease (#428): the _owner.json sidecar publishes with temp + rename so a concurrent reader never sees a partial claim (E5 — exactly one acquirer wins). Backends without an atomic rename (pure web stores) do not implement it — the lease store probes with is RenamableFileSystem and degrades to unenforced ownership. Decorators forward to their delegate so wrapping an env never hides the capability.
