ProviderTimeoutsOverride class final

Provider watchdog overrides from the providerTimeouts: section of ~/.fah/config.yaml (strict ConfigException parsing in cli_config.dart) plus the FA_PROVIDER_TIMEOUT_SECONDS env override folded in at boot (issue #1036).
