bool get ownProcessGroupAvailable

Whether children can start as their own session and process-group leader (setsid sh -c …, posix only): background jobs then stop with one group kill and the boot sweep can recognize a job's leftover group after a crash (issue #517), and a timed-out/cancelled FOREGROUND exec reaps its whole tree the same way instead of stranding a surviving grandchild on the output pipe (gh-1053). setsid execs sh in place — no fork — so the tracked pid IS the group id.
