McpToolRegistry class abstract base

MCP tools, merged into the project's servers as <namespace>.<tool>: the slot McpTools fills, host.registry<McpTools>().

In the plugin API's light tools.dart, beside no server. A plugin that brings tools depends on this library alone; the servers that offer them are flutter3d_mcp's, which re-exports it, and a game that ships the plugin never resolves them.
