latchFrame method

KeyboardSnapshot latchFrame()

Publishes the frame-clock latch out of band, for a test that samples the keyboard without rendering.

The same publisher render calls, so it is subject to the same arbitration: with a ticker registered the ticker clock is live and this is a no-op — pump latches instead. It is not a stand-in for a frame, and using it as one is how a divergence between harness and runtime stays invisible (RFC 0020 §5.6).
