FirebaseMessagingHandlerWindows class

Windows platform registration stub for firebase_messaging_handler.

Firebase Cloud Messaging is not available on Windows, but the package supports local features (scheduling, inbox, in-app templates, quiet hours) via flutter_local_notifications and pure-Dart implementations.
