A ValueSet whose compose uses what this store does not implement (include.filter, include.valueSet, and the same on exclude), met by :in or :not-in. Answering from the parts it does implement would be a wrong answer, so it is refused, as an unsupported modifier is (fhirant REVIEW-2026-09-06 finding 24).
