bool get dataCaptureEnabled

Master data-capture gate (flags.dataCapture). An explicit false short-circuits the whole capture pipeline, so it folds into both cache gates below — mirroring the React SDK and the backend validator, which rejects a stored config that claims a capture child is on while the parent is off.
