OpenPopupRoutes class

Names of the popup routes (dialogs, sheets, menus) that are open right now.

A named popup does not change the page route — it is a surface ON the current page — so its name never reaches EmbedRouteManager.currentRoute. Capture policy still has to see it: a host that lists otp_dialog in disabledRoutes means "never capture while that dialog is up", and the page's own permission must not leak the dialog's contents. Fed by EmbedNavigatorObserver (which resolves names through the host's nameExtractor), consumed by CaptureScope.
