What the number means, when type cannot say.
int covers both "how many" and "which one", and the checks that reason
about counts have to tell those apart: "Goal {goal} opens" is correct at
every value of goal, while "{count} steps" is broken at 1. This is a
Dialect extension to the ARB placeholder object — gen_l10n reads
placeholder attributes by name and ignores the rest, so it is inert
there.
One of placeholderRoles; null means "infer from type and name".
