DVDevClientManifest class

What a shell was built with, or what a bundle's project needs.

bindings are opaque, comparable entries: plugin:<name> for each native plugin compiled for target, and dartvel_flutter@<version> for the runtime, whose bindings and renderer are compiled into the shell too. A bundle loads when every entry it names is one the shell has; a shell with more is fine, since a binding removed from the project is merely unused.
