DVBodyLimits class

Limits an application can move.

Static, and read when the generated backend starts rather than compiled in, so a deployment that raises the upload size does not have to rebuild. Read once there, not per request: each route's number is registered with the native server, which refuses a body past it before reading it, and the route's own check uses the same number. Set these before startBackend; a change afterwards reaches neither.
