dartvelCommandRunner function

DartvelCommandRunner dartvelCommandRunner()

Every command the CLI has, in the order dartvel --help lists them.

A function so the table can be read without running a command. The site builds its CLI reference from it, and a reference typed out by hand goes stale the first time a command is added.
