DVFieldDecryptionFailure class

Thrown when a stored field cannot be opened.

Unlike DVAppKeyCipher, which returns null because the value it protects is view state a user can lose, this raises. A national ID that silently reads back as null looks like a row that never had one, and the code downstream then writes that absence back over the real value.
