DVSchemaBackfills class final

Backfills run as ordinary jobs on the existing queue machinery.

A job copies a slice of chunks and queues the next slice, so a worker restart loses at most a slice -- which the recorded chunks make harmless -- and a paused backfill simply stops queueing itself.
