DVStorePolicy class abstract

Decides where a purchase goes.

Which goods may be sold outside a store, and whether an application may link to its own checkout, are decided by courts and regulators and change between releases of this framework. None of it is compiled in: an application under a regime that permits an external link supplies its own policy and carries that decision itself.
