DVBackfillThrottle class final
Paces a backfill against the database rather than at a fixed speed.
Halves the rate when replica lag or write latency crosses its budget and steps back up by a tenth of the starting rate while both stay under it, so the backfill finds the speed the database can take and gives it back when traffic arrives.
