DVNotificationRoutes class

Where one recipient can be reached, per channel.

DV.Notifications.send takes a recipient id, because that is what application code has. Every provider underneath takes something else: a mailbox, an FCM registration token, a browser subscription, an E.164 number. This is the translation, and without it the id itself was handed to whichever provider ran - which a push service accepts and then delivers to nobody.
