DVJobPayloadCodecs class

Codecs that let DVDatabaseQueueAdapter persist job payloads.

In-memory queues keep the Dart object itself and need no codec. A durable queue has to write bytes, so every persisted payload type must be registered; enqueueing an unregistered type fails loudly rather than storing something that cannot be read back.
