The sequence number.

Mutable because a retransmission re-keys the packet under a FRESH sequence (PacketManager.retransmit), QUIC-style — a lost packet's bytes are re-sent under a new number rather than the old one, so loss can never exhaust a per-packet budget and strand the stream.
