Hchacha20 class abstract

Hchacha20 (draft-irtf-cfrg-xchacha) key derivation algorithm.

Hchacha20 produces a 256-bit secret key from 256-bit secret key and 96-bit nonce. The algorithm is used by Xchacha20.

The only implementation we have is DartHChacha20.
