REST path parameter values in template order; empty for RPC.

If the server's router is mounted under a path with parameters (Router::nest("/t/{tenant}", ..)), the mount's values come first, then the route's own, as in the Rust client (cratestack-client-rust's envelope binding): the binding is the list the server's router matched, in order.
