LruCleanupStrategy class final
Evicts least-recently-used entries first (LRU-based).
Uses CacheEntryMetadata.effectiveTouchedAt as the access timestamp,
which falls back to CacheEntryMetadata.validTill for legacy entries
that pre-date the touchedAt field.
