d2i_DISPLAYTEXT parses up to |len| bytes from |*inp| as a DER-encoded X.509 DisplayText (RFC 5280), as described in |d2i_SAMPLE|.

TODO(https://crbug.com/boringssl/354): This function currently also accepts BER, but this will be removed in the future.

TODO(https://crbug.com/boringssl/449): DisplayText's size limits are not currently enforced.
