X509_STORE_CTX_cleanup resets |ctx| to the empty state.

This function is a remnant of when |X509_STORE_CTX| was stack-allocated and should not be used. If releasing |ctx|, call |X509_STORE_CTX_free|. If reusing |ctx| for a new verification, release the old one and create a new one.
