ASN1_TIME_set_string_X509 function

ASN1_TIME_set_string_X509 behaves like |ASN1_TIME_set_string| except it additionally converts GeneralizedTime to UTCTime if it is in the range where UTCTime is used. See RFC 5280, section 4.1.2.5.
