d2i_ASN1_UTCTIME parses up to |len| bytes from |*inp| as a DER-encoded ASN.1 UTCTime, as described in |d2i_SAMPLE|.

TODO(https://crbug.com/boringssl/354): This function currently also accepts BER, but this will be removed in the future.
