GENERAL_NAME_print function

GENERAL_NAME_print prints a human-readable representation of |gen| to |out|. It returns one on success and zero on error.

TODO(davidben): Actually, it just returns one and doesn't check for I/O or allocation errors. But it should return zero on error.
