bool get isStatusAccessError

Returns true if is a client error status (the request refused as sent): 400..403 OR 405..418 OR 421..426 OR IN 428, 431, 451.

• A 401 (not authenticated, see isStatusUnauthenticated) is an error too, like a 403.
• Not a 404 (isStatusNotFound: an absent resource, not an error) nor a 429 (too many requests).
