App bar (or toolbar) control that shows a notification icon and unread badge.
Watches fxNotificationControllerProvider for FxNotificationsState.unreadCount.
Call onPressed to navigate to notifications; optionally pass
loadUnreadOnMount so the count is fetched when the widget is first shown.
