AppTimeoutException class

An operation exceeded its time budget.

Named AppTimeoutException rather than TimeoutException because the latter shadowed dart:async's own TimeoutException wherever this library was imported, leaving every error is TimeoutException branch dead for the timeouts the SDK actually throws.
