AwsLocationWeb class

Web implementation of AwsLocationPlatform: cloud tracking in Dart (Cognito + SigV4 + browser geolocation), since AWS ships no tracking SDK for the browser. Maps, Places and Routes are plain HTTPS on every platform and need nothing here.
