declaredHeuristicPrecision top-level constant
The declared precision bar for every bundled heuristic rule.
Deterministic rules are held to precision 1.0 on the corpus; heuristics are held to the threshold declared here instead, and the metrics gate fails when a rule measures below its bar. Declaring the number makes the quality promise explicit and reviewable: lowering a bar is a visible, changelogged decision, never a silent drift. A heuristic that cannot sustain a reasonable bar is default-disabled rather than shipped noisy.
Current measured precision on the corpus is 1.0 for all four; the bar is set at 0.9 to leave room for future, genuinely hard corpus cases without letting real noise through.
