reportToZone method

Hands error to the zone the job was created in, unless it is a cancellation.

For an engine whose own answer for an error with nowhere to go ends with the zone: solo, for example, sends one here when neither an override of Solo.onUnanswered nor Solo.unansweredHandler took it. The core reaches the zone by itself, through the default body of JobAnswerer.onUnanswered and through the answer of a job without an observer that answers. A cancellation is held back here as it is there, so an engine does not write that rule again.
