ProviderConfig class

Per-provider construction options (RFC-0027), mirroring the Rust ProviderOptions wire format. Pass to createProvider to override individual fields of the registry entry.

All fields are optional; null fields are omitted from the serialized JSON so the provider's defaults apply.
