ToolCallEvent class

A tool call the model finished requesting, with fully-accumulated arguments.

Always carries ToolCallStatus.pending — executing it and reporting the result back through ToolCallStatus.success/ToolCallStatus.error is the host app's job, via ChatController.upsertToolCall.
