Obtains a Google APIs client based on a service account.

serviceAccountEmailEnv and serviceAccountIdEnv are environment variable names that hold respectively the service account's email address and ID. serviceAccountKeySecretName is the name of the service account's key in Google Cloud Secret Manager.
